If you are staying at one of the hotels on site, and you don’t have a car, then you have to drive the ECV from hotel to the main entrance? How far is that likely to be?
Scooter Rentals for guests staying on property at Universal have either walkways or the canal boats for transportation except for Cabana Bay. Cabana Bay you can either take the walkway over to the Royal Pacific and then either then take the canal boat or the path to walk that goes under the road directly to City Walk and closest to Island of Adventure or they do have a specialty bus to transport guests with scooters. We recommend you use the canal boat or walking path as the bus takes you all the way back to where the high rise parking is for both parks and is as far a walk as just walking and taking the path.
Question: Do the hotel buses at Universal accommodate these scooters? Would they be able to go on a bus tour to Kennedy Space Center?

As for Kennedy Space Center I have not been there for a few years so I would check how their buses handle scooters currently. You tour by using their buses that go from area to area and last time I was there it seemed like they made scooter riders leave their scooters at the main plaza and then use wheelchairs. Hopefully that has changed. Would love to hear if you find out more from them. Thanks for the questions
